Details:Hybrid schedule in Albany, NY working 3 days onsite and 2 days from home, subject to changePay rate: up to $45hrDuration: Long-term 12+ month W2 contract work Project OverviewThe Environmental Scientist employs environmental principles to assess and ensure environmental compliance of Canal operations and construction projects and must have an advanced knowledge of both operational constraints and regulatory requirements. Job Functions & ResponsibilitiesEmploy environmental and engineering principles and practices to assess and ensure environmental compliance of utility/Canals operations.Acquire legitimate data from the facilities and the field and develop consensus for action in an operating and/or construction environment.Act as the point of contact with operational staff and contractors as the technical expert in routine environmental compliance activitiesReview and interpret State and Federal Regulations in the areas of responsibility that may affect Authority operations including the preparation of applications to attain/maintain the permits for compliant operation under all applicable regulations and statutes.Develop scopes of services, review bid proposals, evaluate the suitability of proposed vendors and participate in contract negotiations provide quality assurance oversight of vendor services through feedback from users.Review external permit applications against the State Environmental Quality Review Act (SEQRA) regulationsReview internal project requests and operational tasks against environmental policies, regulations and provide project managers with direct support against anticipated permitting requirementsAssist operations and construction teams in proper management and disposal of both hazardous and non-hazardous waste.Perform inspections of waste accumulation and storage areas at operations facilitiesPeriodically conduct audits and field inspections to assess adherence to, and effectiveness of, environmental policies and processes; correct for failures and non-conformities. SkillsAs the staff consultant/expert, knowledge of both operational constraints and regulatory requirements.Knowledge of state and federal agency regulations regarding wetlands, waste management, threatened & endangered species, water quality concerns and SEQRA.Knowledge of a wide variety of utility/transportation industry issues, with expertise in one or more specific environmental areas such as permitting, quality reviews and/or risk analysis. Job Functions and Responsibilities:Support developing a defined vision and a clear understanding of business needs and customized ERP strategies.Strong knowledge of business functions (Finance, Accounting, Budgets, Procurement, Utility Billing and Human Capital).Support the business units and functions across the Authority to ensure smooth execution of the program deployment roadmap.Assist in determining the role each function and key business partner will play during the digital transformation and develop a strategy to achieve desired business capabilities.Support program activities with business units, business teams and the IT team, ensuring effective communication. Analyze and reengineer business processes to meet audit, financial management, and delivery objectives.Contribute to defining best practices for program deployment and user training to ensure a consistent and efficient implementation process.Collaborate with other domain specialists, data analysts and software engineers, to integrate Project Luminate systems with other business applications.Identify existing inefficiencies, potential improvement opportunities, and critical differentiating business requirements.Provide recommendations for process improvements and enhancements. Operate the equipment (Deburr guns, hand tools, Grit Blaster) associated with 1st run and rework parts. Hand adjusting of parts to make corrections.Qualifications: Minimum 3-5 years of experience in a production/shop position. Able to use advanced math to add, subtract, multiply or divide and may work with fractions, decimals, or percentages. Must be able to communicate clearly and effectively with all levels of personnel.Includes written and oral communication. Must be able to follow complex instructions and/or directions. May require ability to decide on a course/sequence of action. Must be able to schedule and organize time effectively to satisfactorily complete assigned.
