We are currently seeking an Engineer - Pipeline Integrity in Shelton, CT.
 
DETAILS:
Duration:  Direct Hire 
Location: Shelton, CT
Salary: up to $135k plus bonus, benefits, etc.  
 
Overview:
As an Engineer you will be responsible for managing pipeline encroachments and crossings (natural and public), right-of-way corridor integrity maintenance in compliance with appropriate regulations, corporate policy and procedures.  
  • This position requires review of site plans for proposed developments, and review and analysis of engineering plans for roadways, sewers, and bridges reconstruction projects undertaken by the DOT, state agencies, or local municipalities to assess the impact of the proposed construction on the facilities. 
  • This work includes managing and interpreting hydrographic surveys program for long-term stability of submarine pipeline. 
  • This position represents the Company in negotiations with other utility owners, landowners, developers, contractors and agencies regarding the encroachment between Company facilities and external third parties.
Responsibilities:
  • This position is responsible for maintaining and updating the Pipeline Integrity Management Plan (IMP) including updating of the In-line Inspection schedule and managing ILI inspections surveys.  
  • Use of risk software to conduct annual class location, High Consequence Area, Risk Assessment reviews.
  • Engineering expertise to develop drawing and specifications for pipeline stability repairs, including washouts, river crossing and soil erosion concerns.  
  • Engineering knowledge of pipeline repair methods and construction practices.
  • This position is also responsible for project management (design, material procurement, and construction) of non-routine operational and pipeline expansion projects.  
  • Project management of these projects includes the negotiation of construction and remediation methods, performing extensive planning and coordination with interdepartmental team members, contractors, quality assurance professionals, external stakeholders, etc.  
  • Responsibilities include the design, specification and procurement of services and materials, construction, budget, schedule, commissioning and compliance with all permit requirements and commitments.  This position requires the management of multiple projects concurrently.
  • This position is on call 24 hours to respond to emergency conditions including pipeline failures, abnormal operating conditions etc. 
  • The position is also required to be available for project work and technical support on weekends and after the regular work hours.
  • Project management involves direction and oversight of up to 5,000 hours annually of internal and contract technical services, and up to 10 different contracts and service agreements.
  • Maintenance and modification of existing facilities up to $10 million.
  • Participates in development of feasibility assessments, decision analysis, and conceptual design basis for projects up to $250 million.
  • Routine annual marine survey work is expected to cost less than $200,000 with occasional requirement for submarine diving operations valued as high as $500,000.
  • Periodic Inspection of River Crossings
  • Preparation of Capital and Operational Budgets
 Qualifications:
  • Pipeline operations and construction methods, pipeline mechanics, land and marine surveying, site improvement engineering, slope stability engineering, pipeline internal inspection, environmental protection, operational safety procedures, global positioning system technology (GPS), geographic information systems (GIS), Dynamic Risk Assessment, Technical Toolboxes, or other pipeline calculation software.
  • Project management techniques including scope definition and control, execution strategy, cost estimating and control, team organization and management, scheduling and schedule control, procurement of materials and services, contract management, quality control, and progress reporting.
  • Knowledge of government regulations (Operator Qualifications, FERC, Pipeline Safety, DOT, etc.); environmental, health & safety procedures/ regulations, construction and maintenance practices in related facilities and safe work practices is required.
  • Demonstrated proactive problem-solving skills and ability to prioritize multiple events is required.
  • Legal and administrative requirements for management of contracts for professional services, construction, and materials. 
  • Clear, concise, and audience sensitive, verbal and written communications.
  • High proficiency in operation of typical desktop applications, including Microsoft Office, MS Project, FileMaker, Adobe Acrobat.
  • Knowledge of industry groups/trade organizations and regulatory processes.
 Education/Minimum Experience:
  • Bachelor of Science in Civil Engineering, Mechanical Engineering or other Engineering degrees.
  • Three to five years of engineering and project management experience on energy pipelines.
  • Three to five years of general civil engineering experience such as site development, roadway design and land or pipeline surveying.
  • Three years of pipeline design, project management and construction.
  • Three years of pipeline maintenance and operations.
